Older F Series .net

ok so when i drive the truck at higher speeds above 2000 rpm in any gear it loses power, by losing power i mean no matter how hard i hit the gas it dosent accelerate, yet if i put it in neutral i can rev the hell out of it. Now it only does it when its warmed up and under power if i start it and go i can redline it through all gears no problem yet once its warmed up i cant go above 2000rpm. it is gapped correctly as i have checked twice now.

I've replaced plugs,wires,cap,rotor,map sensor,fuel filter,egr,fuel pressure sensor, and did a fuel pressure test on it and it sits at 32 pounds at idle and 40 and rev. its a 1990 f150 4X4 manual 5 speed with a 5.0 EFI

I am stumped and need this truck for work in a few days and cant seem to figure out wtf the problem is!

New PIP senser and no change. ruled out O2, ECM,ECT, Did timing check after replacing pip and timing is good, drilled hole infront of cat to rule out failing cat and no change. Last thing i can think of is failing fuel pump.
