nothing "sensors" it, it's a mechanical device. without it you would fail a visual inspection (if your state of residence requires that, and if they knew that a smog pump was supposed to exist under the hood), and likely the sniffer test as well unless you had a modern cat. the smog pump simply pumps air into the exhaust stream to help burn up any traces of unburned fuel. its purpose is to reduce carbon monoxide emissions, which new modern cats will take care of, hence the lack of smog pumps on most vehicles since the mid to late '90s.
